parliament.
Results will be declared on Saturday, May 16, 2009.

"Congress and its allies will form Government at the Center on or
after 22.5.2009. The Government will be short lived.
New Government or fresh Elections anytime after March 2010."
Based on the principles of astrology, on 19.7.2008, it was predicted that the UPA Government will succeed in winning the vote of confidence in the Lok Sabha on 22.7.2008 between 7.27 pm to 8.40 pm. This came absolutely correct.
Similarly on 11.11.2008, based on the same principles it was predicted that in Rajasthan BJP will not form the Government after the Assembly Elections in December 2008, on 8.12.2008 between 2.28 pm to 3.11 p.m. it will be confirmed, New Government will take over only on or after 11.12.2008 and congress will not touch the figure of 100 seats (required for absolute majority). All these predictions also came precisely true.
Hats off to (Late) Prof. K.S. Krishnamurthi who enunciated the Astrological Principles and evolved what is known as KP System based on Horary Astrology.
Impressed by the accuracy of predictions based on principles of astrology and application of KP System, a number of friends desired that I should work out an answer to "Whether Congress with its allies will form the Government at the Centre after the Lok Sabha Elections of April / May 2009".
On 30th April 2009 at around 13.50 hrs, to analyse the above question, number 163 (between 1 to 249) occurred to my mind. Lagna corresponding the number 163 is 23o 20' 00" Vrischik Rashi. Rashi lord is Mangal, Nakshatra Lord is Budha and Sublord is Mangal. Running dasha is Guru - Ketu - Rahu which will remain upto 21.5.2009 and Guru - Ketu - Guru will start on 22.5.2009.
Niryan Bhav Chalit position for 13.50 Hrs of 30.4.2009 came as under.
BASIC FACTS
Election process has already started. Three rounds of polling are already over, forth round will be on 7th May and final round on 13th May 2009. Counting of votes is scheduled for 16th May 2009.
PLANETARY CHART AND THE QUESTION
Before proceeding to analyse the question, let us examine whether the question is correctly reflected in the planetary chart for the number 163 at the time of examination. Only Moon will answer. Moon is 26o 10'16" of Mithun Rashi, and is positioned with Ketu in the 8th house. For this position Rashi lord is Budha who is lord of 10th House, dealing with Government (Ref. Principle 4) and also of 8th House signifying danger. Further Budha is positioned in 6th House signifying obstacles, so the question about the Government risks and obstacles is correctly reflected in the planetary chart for the number 163 at the time of analysis i.e. 1.50 p.m. on 30.4.2009.
PRINCIPLE S FOLLOWED FOR ANALYSIS OF THE QUESTION.
The following principles have been followed, which can be cross checked if desired and required.
Both the oriental and occidental astrologers are unanimous in describing the 11th House as the house of friends. It stands for all those who are allied to the native by likeness or sympathy of interest.... Therefore, it is necessary to fix attention in the 11th house to find out the sort of friends one will acquire. (Fundamental Principles of Astrology, Pg. 219, Para 1)
In Mundane or Political Astrology the 7th house is considered in matters pertaining to international relationship and arbitration ...... Public reaction to National Policies, Public meetings etc. The seventh house also denotes..... The honor and credit of the Government being 10th to 10th.
Sun Represents the Government. (Ref. Fundamental principles of Astrology, Page 110, Para 1).
In Mundane or Political Astrology, the tenth house deals with Government in general sense, its affairs and its Chief Executive. It signifies the head of state, whether Monarch or President. Also Royalty, the party in office, the national leaders ........ (Ref. Fundamental Principles of Astrology, Page 218 Para 1).
When Sun transits a position in the Zodiac ruled by the ruling planets, the event will fructity. (Ref. Horary Astrology, Page 202, Last para).
If ascendant (Lagna) falls in a common sign, the 7th House is the badhak sthan. What ever be the sign in which the ascendant falls, the 2nd and the 7th houses are maraksthans. (Ref. Harary Astrology, Page 154, Para 3, 4).
Rahu and Ketu are much stronger than the planets conjoined with them or the lord of the sign in which either of them is posited. (Ref. Fundamental Principles of Astrology, Page 323 Para 2).
Analysis
A. The Tenth House
The tenth house cusp is 4o 27'04" of Kanya Rashi, for which Budha is House lord, Surya is Nakshatra Lord and Shani is Sublord. House lord Budha is positioned in the Sixth House (including obstacles), Budha is the lord of eight house (indicating obstacle, impedi............). Nakshatra lord Surya is at 16o 08' 16" of Mesh Rashi (Uchcha rashi) and is positioned in 5th House from where it is aspecting the 11th House (the house of success). Sublord is Shani aspecting the 11th House from its position the 9th house Shani indicates delay.
From the above it can be concluded that there are obstacles and impediments in formation of the government by the congress and its allies, process of Government formation will be delayed but at last congress and its allies will form the government at the Center.
B. The Sun
Surya as mentioned above in A, is in its uchcha Rashi Mesh and is aspecting the 11th House. It is placed in 5th house, the house of speculation and guessing. Surya is in the constellation of Shukra who owns the 11th House (House of success), the 7th House (house of partnership) and the 6th House which is 12th to the 7th House. This clearly indicates breaking of old partnership and formation of new partnership. Sun is in its own sublordship, but surprisingly sun does not own any house. From this it can be safely concluded that there will be breaking and forming of partnerships to attain the success, which is though delayed, but certain.
C. At the time of analysis, chandrama is in the Nakshatra of Guru and Sub of Ketu. The Mahadasha is of Guru and Antardasha is of Ketu. The pratyantar dasha of Rahu is upto 21.5.2009. Since Rahu is for uncertainity and confusions, it can be oncluded that formation of new government will be only after 22.5.09 when the antar dasha of Guru (wisdom and good sense) starts. Dasha lord Ketu is in the 8th house whose lord is Budha, it is in the Rashi of Chandrama who is lord of the ninth house (12th of 10th) and ketu is conjoined with chandrama. Further Guru is lord of 2nd house, positioned in the second house and is in Makar Rashi (neech rashi). So the Government formed during the Guru-ketu-guru can not last long. As soon as Antar if shukra starts on 17.10.2009 partners will start crossing of floor. In Guru Shukra - Surya dasha starting on 27.3.2010, die will be cast for a new government or for fresh elections.
D. I presume that on 16.5.2009 by 7 pm it will be known as to which way th wind is blowing. At this time Surya will be 1o 49' 10" of Vrikh Rashi, in its own Nakshatra (Kritika) and in the Sub of Guru.
The Planetary position at 7 p.m. on 16.5.2009 is as under :
On 16.5.2009 as per above chart Surya is 1o 49' 10". For this position of Surya, as per Predictive Stellar Astrology (Pg 73, Point No. 24) the victory over enemies is indicated. So it can concluded that Congress and its allies will have edge over the other contesting group. In the above chart Rahu and Chandrma are positioned in the same house which confirms the position of uncertainty and conclusion as discussed in the point C above. Chandrama will join Guru in Kumbh Rashi in the afternoon of 17.5.2009 and shall remain in the same house upto 19.5.2009. During this period immense consultations, discussions, meetings will take place without any avail. On 21.5.2009 Chandarma will Join Mangal & Shukra in the Meen rashi of Guru and shall remain in the same house upto 22.5.2009. During this period fruitful conclusion will be arrived at and on 23.5.2009 the real process for formation of Government should start when Chandarma joins Surya in Mesh rashi. | |

Subject: Barrier free Voting for the Physically Challenged Voters of our state (J&K).
Respected Sir
We the persons with disabilities of the state face immense problems. Although we are humans but our rights are denied because of lack of awareness and less sensitive approach. These days everyone is thinking of electioneering and right to vote but we are again in the threat and fear of denial. Already two phases of electioneering in Jammu province has witnessed zero arrangements for the persons with disabilities in J&K. The polling booths were non disable friendly. No visually challenged person could vote without seeking help because all matured blind people in the state have no knowledge about Braille script. There are few schools in the J&K state where Braille has been medium education for blind children. Therefore thousands of visually challenged people are unable to read and write.
Now that Hon’ble Supreme court has directed that elections 2009 should be barrier free for the physically challenged people. We all should get the privilege to vote with dignity.
Every adult Indian is entitled to exercise her/his voting rights and choose a government of her/his choice. This right is officially not denied to persons with disabilities either. However here lies a big dilemma – are persons with disabilities are really is a position to execute their voting right? The answer in the majority of instances is no.
Till a few years back this question had been relegated to the backseats as persons with disabilities being perceived as mere object of charity and not as adults with the rights to voice their political opinion. Poor or no proper infrastructure force most persons with disabilities to remain passive citizens. People with disabilities were never considered a potential vote bank by the political parties. In our state the political parties have not talked about we people in their respective manifestos. There we can’t expect much more from them.
However over the later half of the last decade there has been a paradigm shift from the charity and medical model to a rights based approach. People with disabilities have claimed that there are not silent recipient of charity and pity but equal partners in all activities that concerned their lives and decision making. In 1995 India enacted the Persons with Disabilities {Equal Opportunities, Protection of Rights, and Full Participation) Act after being a signatory to the Asia and Pacific Decade of the Disabled from 1993 to 2002. The Persons with Disabilities Act is a first of its kind in India. Although this act does not implicitly talk about the right to exercise the franchise of persons with disabilities, Chapter VIII, Section 46 speaks of non-discrimination in public buildings. The polling booths being a public place quite naturally fall under the preview of public buildings.
On a more explicit level, the Supreme Court issued an order in 2004 stating:
a) Wooden ramps in polling stations to enabled disabled persons easy access
b) The numbers in the EVMs are to be written in Braille to facilitate voter with visual impairments
c) Separate queues and special arrangements for persons with disabilities in the polling stations
d) The personnel at the polling stations are to be trained to render necessary assistance to enable voters with disabilities exercise their franchise without harassment.
e) Adequate advertisement in print and electronic media to publicize the availability of such facilities for persons with disabilities.
In the present decade we have witnessed the historical enactment of the United Nations Conventions on the Rights of Persons with Disabilities in March 2007. India is a signatory to the convention and ratified the same in October 2007. Hence India is legally obligated to ensure that the provisions of the UNCRPD are adequately implemented. The UNCRDP is a unique treaty of its kind as persons with disabilities were a driving force behind the drafting and enactment of the same. Some of the articles specifically highlighting the issue are:
Article 2 of the UNCRPD speaks of non-discrimination in participation and enjoyment of fundamental freedom in every aspects of life: social, economic, cultural, political, and economic
Article 3 – full and effective participation and inclusion in society
Article 5 – equality and non-discrimination through the promotion of reasonable accommodation
Article 9 – accessibility to physical environment, to transportation, to information and communication, including information and communication system
Article 29 – right to participation in political and public life including the right to choose their representatives hence right and opportunity to vote through secret ballot and right to contest elections.
Hence in the light of the above discussion we reinstate our voting rights in an accessible and congenial environment.

India has been governed by a very well united, with great understanding coalition group, UPA, under the leadership of Congress and Hon. Prime minister Shri Manmohansinh since 2004. Soon it will be time for the people to strengthen Congress and its group by give their verdict; report cards will be issued by those in power and those in opposition. So, here we can forecast preliminary view.
Security
Terrorists strikes in the world increasing. Most of developed countries are worried very much, US, UK are much more powerful then other countries, even though they are worried and asking rest of the world to join the movement against terrorism. Our country has acted with huge wisdom and wisely against all terrorism attempts during the span of 2004-08. In early days of NDA government, Mr. Jashwantsingh, foreign minister, went to release terrorist (who were in JAIL of our country), to Kandahar with lots of money and gifts for terrorist in Afghanistan, by a chartered plane. Our parliament was attacked by terrorist when NDA was having Mr. Adwani as Home minister Presently so called PM in waiting.
Ordinary citizens in all areas of India are more secure today than before 2004. Further, it is the almost silence on the subject from the government, no big press conferences, no TV interviews etc., for the steps taken against terrorism, mainly to keep common men tension free and secure. Just perfect, timely and strong actions. Which is generating peaceful environment among the public of our country. And, of course, the support of the coalition partners add to the more security. Economy
UPA came to power when the economy was disturbed by NDA government with falls figures of growth and overdoes of FEELGOOD factor, this is now accepted by BJP PM in Waiting Mr. L. K. Advani in Chintan Shibir at Nagpur. UPA and its team of ministers acted with long foresight and global vision, corrected all falls decisions of NDA. We can see the clear and fundamental improvements in Railway, Air, Roads, condition of Farmers, BPL people, most of public services etc., Now, at the end of its mandate when the effect of UPA economic policies is in full force, we having Inflation rate nearly 0% from double digit, single digit interest rates, increasing foreign investments, strengthening our economy against all weakening economies of developed western countries.
Confronted with lots of global negative factors, UPA have done developments in the country. We all like to blame someone else for our problems; but the UPA did not choose this option to blame NDA, but with a very positive approach, started to work silently to strengthen our country by all means. A formal approach, a road map, a plan of action; which was something ONLY to feel good and not to have good, all those practices were completely left by UPA government. And because of these collective economy encouraging steps, people of India feel more secure then ever, more over investors of the world also feels the same for their investments in our country; they also congratulate Mr. Manmohansingh and Mr. Chidambaram.
Faith increased in the UPA government is clearly visible among the all sectors of public of our country.

Infrastructure:
Transportation: Getting from one place to another is now more pleasant with good roads with increased public services and security. Railways journey is more comfortable with more facilities and less train fare. Delays in flights are decreased, numbers and frequency of flights are increased, air fare are very reasonable, more airports, infrastructure is going on with a satisfactory rate. More Roads, road widening, new airports, railway routs are in a big numbers in next five years plane. World investor forums and international corporate are looking our infrastructure growth with a very high regards and hope.
Overall, UPA rates AAA .
Power:
Nuclear deal is the ever shining and unforgetable deal for India and it was possible because of Strong and firm leadership of Shri Manmohansingh and UPA partners with the strong back bone support of UPA chair person Smt. Sonia Gandhi and Congress party.
There is improvement in the power situation. The government has pursued the nuclear deal with the promise that in the long term nuclear power is basic to solving the country's power shortage. We all agree with the pursuit of the nuclear power option; by the end of May or June our reactors will start working and the end of 2012 we won’t be having scarcity of electricity in any part of the country. Parallel , our scientists are encourage to go for natural sources of energy like Solar and Hydro energy, and they are hopeful for this options. We are more secure on this front then ever.

Water:
The UPA's policy “Gaon Gaon Me Shudhh Pine ka Pani” is working very well, public response towards keep clean the water resources is very positive, government has launched many programs through NGOs for SAVE WATER, its going on with positive results. The UPA has also launched programs for betterment of land and river for Rural and Urban Rural areas under JNNURM scheme. Now we are seeing the results of the JNNURM scheme of UPA government in most of the states.
Overall, UPA rates AAA .
Waste Management:
Under the JNNURM program and Gram Vikas program the cities, towns, villages are getting cleaner day by day with the support of Public. Because of Indirect effect of the cleanliness, health problems of the rural areas are decreasing.

Health Care:
Grade of health care is improving in our country; we can see this from the concept of health tourism industry in our country. Many big hospitals are crowded with foreign patients. Biggest example of the improved health service, Mr. Manmohansingh Our Hon. Prime minister did not go to US for his own by pass surgery. He proved that we are among the best in health service, knowledge and equipments.
More and more health centers are being opened with various national health schemes in rural and urban areas of the country, especially woman and child healthcare. Thousands of NGOs are being granted by the UPA government for the betterment of rural health and women empowerment.

Education:
In huge number, Foreign students are coming for their higher studies in our country is the best example of the level of education in the country. UPA has increased IIM and IIT seats for students, loans for study at very low rate is one of the golden steps for the poor students, taken by UPA government. More Open universities are being granted for external education. Lots of facilities provided for education by UPA, were not available before.

For all sectors UPA gets AAA rating. So, it seems that this time UPA will be stronger with more seats in Parliament.

Security
Terror ists strikes in the country "seem" to be increasing and indigenous terrorist organizations "seem" to be growing unchecked. Ordinary citizens in metropolitan areas of India are more insecure today than in 2004. There were bombs earlier as well but it is the scale of strikes today and their regularity which is numbing. Further, it is the almost absolute silence on the subject from the government which is terrifying. And, of course, the disparate public views of the coalition partners add to the insecurity.
Overall, the UPA rates an F on security.
Economy
UPA came to power when the economy was in an upswing and that upswing continued for some time registering record breaking GDP growth. Now, at the end of its mandate when the effect of UPA economic policies is in full force, we having slowing GDP growth, double digit inflation, double digit interest rates, falling foreign investment, falling Rupee, and some economic insecurity.
Confronted with these negative developments the UPA is in full denial; blame is placed on speculators in foreign countries. We all like to blame someone else for our problems; the government it seems agrees with this approach. A formal approach, a road map, a plan of action; something for us to latch on to in these insecure times and have faith in our government is missing. Well, I suppose it could be worse, but i cannot imagine How?
Overall, the UPA rates a D on the Economy.
Infrastructur e
Transportation: Getting from one place to another is awful except for railways; all flights are delayed because airport infrastructure is awful...travelling by roads means travelling by pothole in search of a road...there is no solution in sight because government plans to be implemented over the next five years will handle traffic from 5 years ago...
Power: There is no discernable improvement in the power situation...the government has pursued the nuclear deal with the promise that in the long term nuclear power is basic to solving the country's power shortage. We agree with the pursuit of the nuclear power option; however, the plants will come on stream in 7 to 10 years. And the shortage will be increasing exponentially. What about this coming decade?
For its courageoous pursuit of the nuclear option, we applaud the government; for its handling of our day to day needs and providing plans to reduce our energy insecurity we can only denounce the government.
Water: The UPA's policy on this diminishing vital resource is a nod that it exists. From Kashmir to Assam, major fresh water resouces are under attack. In the centre, the water table is dropping. The rivers are polluted and getting worse.
Waste Management: The cities, towns, villages are filty...this is a source of disease and illnesses which are a huge drain on the limited health care sector...there is no articulated short or long term policy on waste management.
Health Care: Would you want your health to be in the hands of a government run hospital? And the level keeps dropping despite increase in tax collections. Where is the short or long term policy that we can all believe in?
Education: Six years ago, the NDA, forced a consititutional amendment that made education compulsory till the age of 14. The UPA has still not brought in the enabling legislation whereby funds would be allocated to make this a reality. Any school is an improvement on no school; it seems the UPA does not yet agree.

I am directed to invite a reference to the Commission letter of even
number dated 28th March, 2009, on the above subject, and to state that the underlying intention of the Commission’s instruction was that the photographs and images of the political functionaries, who have deep influence on the minds of electors and many of whom are still active in public life and may even be contesting the current general
elections, should not be displayed in the government buildings and premises as that would have the effect of disturbing the level playing field vis-à-vis the political functionaries of other parties and candidates.
In view of the inputs received, the Commission had issued the above
instructions. In the meanwhile, certain doubts have been raised and clarification has been sought about the removal of the images of some national leaders, poets and prominent historical personalities of the past. In this regard, the Commission would like to state that the abovementioned underlying purpose of the instruction needs to be fully appreciated while being acted upon. It is clarified that while the photographs of Prime Minister, Chief Ministers, Ministers and other political functionaries should not be displayed, this instruction, however, is not applicable with regard to the images of national leaders, poets, and prominent historical personalities of the past, and the President of India and the Governors. It is further clarified that in case of any doubt in this regard regarding removal of any photograph or images, the issue may be referred to the Chief Electoral Officer of the State/Union Territory concerned before taking action in the matter.

But from which angel they are saying? In 2004, UPA won 234 seats and in July 2008 confidence vote they got 275 votes, which includes rebels from BJP, JDs, JDU, BSP, Akali Dal, Shiv Sena etc. If you exclude that number from 275, the number will be 245. This 245 includes SP (Mulayam Singh party). Now starts from Tamil Nadu, last time UPA got 39 out of 39. This time this will not happen. UPA will lose 20 seats after PMK joined Jaya. Then Congress lose 20 seats Andhra Pradesh. Then they not gain in Karnataka. Only they will gain from Kerela (10 seats). In UP they will get less than 6 seats. SP will also lose some seats. In Bihar, last time UPA won 31 seats out of 40. This time NDA will win 30 seats. Its means UPA will lose 21 seats. Then in Assam BJP AGP will will maximum no. of seats. Here also UPA will lose many seats. IN Delhi last time Congress won 6 seats. This time they will win only one seat ( according to my reports). In Haryana last itme they won 9 seats out od 10. 2. The per capita income fallen below that of Pakistan and Srilanka.
3. Pakistan and Bangladesh are power surplus country. India still not even fully electrified.
4.The education policy – still many villages not having schools
5. Cultural – We have rich culture within. All are sidelined and going towards western culture in the name of psedo progress.
6.Water policy – Still our farmers look at clouds for raining and drinking water
- Our states are fighting for water rights
7.Liquid Fuel policy – for the past sixty years we are dependent of Gulf nations for liquid fuel eventhough we have very good reserve in KG basin, Kaveri basin, Rajastan etc. Congress was weighting for the fund starved ONGC to do that. It was only during BJP rule they have given it to the private players and the result will be available in few more months.
8. Sewerage systems- Can we imagine the life of those working in city drainage systems.
9.{Population policy- Even now population is increasing with alarming rate. This congress party never advocates for population control in muslim meetings even though their population growth rate is the highest.
10. Castism- Even after sixty years, the castism remains as it was. Only achievement of the congress is to develop animosity between the casts. What a divide and rule policy
11.Agriculture policy – Still our agricultural out put is way behind many other countries including Pakistan
12. Defense policy- Even Pakistan airforce is comparable to that of ours. Pakistan with 200km sea shore has very good naval force which India with 1000’s km sea shore has to think several times to attack.
13.Foreign policy – Non of the neighbors believe and respect us.
14. Political system – third class political system has been handed over to us by this congress.
15. Industrial policy – Even Koreans are doing far better. Govt has drained its precious resources in forming PSU’s.
16. Employment policy- Even after sixty years, our many youth are unemployed inspite of many had to flee the country for employment outside
17.Temple policy- take away temple funds and subsidise haj tour and land to churches.
18. Gandhian policy-We are proud of Gandhi. But liquor is playing havoc in the country.
19. Respect to women- many of poor women had to go for prostitution, work as dance girls in bars for livelihood.
20. Action on Terrorists- Even after three years of judgement, Afzal guru is not hanged. Is it appeasement or fear.
21. Policy on landless poor- when we have chunk full of landless people, we welcome Bangladeshi muslims and given them land. Our landless poor have become naxalites, Bangladeshi muslim migrants have become den for terrorism
22.Medical policy- Even common medicines are out of reach to the poor. Forget of doctors and hospitals | |

Party and Person differs in impementing. Policy and Person differs in implementing from state to state. All schemes to uplift one group or community either by state or Central ruling parties are not properly accounted and misued by the parties for their vote catching principles. No through audit is made for liberal schemes implemented by the ruling government. Free ration/subsidised ration, free clothing/free distribution schemes should be abandoned and real poor has to come forward and register himself /identified himself either from city or village to the state bureaucrats through single window system and his requirement may be met either for food or for schooling or for housing so that he /she may intiate himself to uplift his life standard. All the schemes implemented by the Central govt. or state governments are by various schemes and the purpose is defeated much than its achievement of growth. Every paise has to be accounted by state government and the beneficiary should not keep on asking government every time help.
Agriculture
Loans in the form of Agriculture should be accounted and waiver of loans on taxpayers money should be accounted by the political parties seriously. Crores of rupees money has eroded in the name of waiver of loans and agriculturist keep on pleading their problems due to poor crop/lack of rain/drought etc.and price for the grown crop. Political parties gain through this waiver and taxpayers loose confidence on the government policies. I hope election 2009 polls has to go in deep how long loans can be provided/waiver can be made. Provide sufficient employment in agricuture sector like organic manure/tree plantation/maintenance of wells/water resource development etc. Mere allowing villagers to migrate to cities in the name of employment/developing industries closer of agriculture lands, giving 2 Rs kg rise where there is no cultivation of paddy , giving higher wages to workers of villagers on government schemes and failure of village workers in participation in doing cutting and sowing crops on the local lands where land owner is to plea to come for the job to do cultivation in his land. Give Rs.2 kg rise and ask to grow paddy where water resources are in plenty and where rain is good. Yeild profit on the land can be by working land owner family and local village workers on the investment is to be worked out. Every day landowner cannot say there is no profit for cultivation in the crop blaming labour force. Fertilizer and Electricity should be worked out in simplest logic. Free scheme of giving electricity has lost our revenue. Free subsidy on fertilizer made fertilizer costlier. Free eduction made villagers poor standard. After independence even today thegovernment is providing minimum requirement and the beneficiary has to seriously think on the same. I request political parties should identify the losses made in the name of developmental programmes and discourage bad schemes. It is my personal view I come across and I have no separation either for urban or rural. | |
